Public policies represent a series of activities carried out by specialised central public administration, primarily aimed at solving the identified public policy problems. By elaborating and implementing public policies, they are intended to represent a useful tool for the public administration at central level, to avoid excessive regulation in a particular field and, thus, to simplify the rules that a citizen must observe in his contacts with the public authorities. The public policy documents are: the plan, the strategy and the public policy proposal. The Public Policy Unit (PPU) within the Ministry of Regional Development and Tourism has attributions in the field of elaboration, monitoring and evaluation of public policies, according to Government Decision no. 775/2005 approving the Regulation on the procedures for elaboration, monitoring and evaluation of the public policies at the central level, with subsequent amendments. At the same time, the Public Policy Unit ensures the secretariat of the Management Group, consisting of the management personnel of the institution and the methodological guidance of the technical management subgroups, with a view to developing the management control system and achieving the process of strategic planning at MRDT level. According to the Order amending the Order of Regional Development and Tourism no. 1703/30.06.2011 on the set up of the Public policies coordinating committee at MRDT level, the PPU also ensures Secretariat services to this committee. Under the legislation in force, a Working group for the elaboration of public policy documents was set up at the level of the Ministry of Regional Development and Tourism. This includes maximum three representatives of the specialised directorate, two representatives of the Public Policy Unit and a representative of the Legal Directorate General.
