PRESENTATION OF SOCIAL - CULTURAL AND SPORTS PROGRAMMES CARRIED OUT BY MINISTRY OF REGIONAL DEVELOPMENT AND TOURISM

The objective of the policy of the Ministry of Regional Development and Tourism in the field of constructions of public interest is to develop the urban, rural and small urban environment from a social, cultural and sports point of view.
For this purpose, a series of programmes, which will be presented in the sub-sections below, are carried out through the National Investment Company SA, a unit subordinated to the ministry.

1. ”Sports halls” programme
2. ”Swimming Pools” programme
3. ”Artificial skating-rinks” programme
4. Priority national programme for cultural establishments

SPORTS HALLS

Programme of building sports halls

This Programme, started in 2002, is aimed at building sports halls, both in the urban and in the rural environment, with the purpose of guaranteeing access to the modern sports practice facilities, in compliance with the European norms and standards.

Under this programme, there were built gyms with a capacity of 50 seats. Subsequently, in order to meet the different needs between urban and rural areas, two new type-projects were launched in 2005, with the following characteristics:

• sports halls with a capacity of 150 seats;
• physical education halls with a capacity of 50 seats.

The programme is regulated by Government Decision no. 818/2003 approving the Methodological Norms for the development of the ”Sports Halls” Programme through the National Investment Company SA.

Consolidation and rehabilitation of the existing sports halls, built before 2000

The ”Programme of rehabilitating and retrofitting the sports halls built before 2000” started in 2005, following requests from the local public authorities. The programme is aimed at  improving the conditions for practising sports in schools, as well as providing the optimal thermal comfort ncessary to practice sports activities.

The Programme is regulated by the  Order of the  Minister of Transport, Constructions and Tourism no. 1007/27.06.2005, as well as by Government Decision no. 818/2003 approving the Methodological Norms for the development of the ”Sports Halls” programme through the National Investment Company SA.

SWIMMING POOLS

The Swimming pools programme

The programme is aimed at rehabilitating the existing swimming pools, at finalising the started structures and at building swimming pools. 3 types of pools can be promoted:

• Olympic swimming pools
• Polo pools
• Educational-school pools

The programme is regulated by Order of the Minister of Transport, Constructions and Tourism no. 677/2007 on the approval of the ”Swimming pools” programme carried out through the National Investment Company CNI - S.A. with subsequent amendments and completions, and by GD no. 414/2007 approving the methodological norms for running the Swimming pools programme, conducted by the National Investment Company CNI - S.A. amended and supplemented.

ARTIFICIAL SKATING-RINKS

The Artificial skating rinks programme

The program aims at building new artificial rinks, at finalising the started structures and at rehabilitating the existing artificial ice rinks. It promotes, respectively:

• artificial skating rinks for international competitions, with a multifunctional character, with a minimum number of 5,000 places;
• artificial skating rinks for domestic/international competitions, with maximum 3500 places;
• artificial skating-rinks for educational-school and leisure purposes.

The programme is regulated by Order of the Minister of Development, Public Works and Housing no. 1481/2008 on the approval of the ”Artificial skating rinks” programme, achieved through the National Investment Company  C.N.I.- S.A. and by Order of the Minister of Development, Public Works and Housing no. 1553/2008 approving the Methodological Norms for carrying out the ”Artificial skating rinks” programme, achieved  through the National Investment Company C.N.I. - S.A.

NATIONAL PRIORITY PROGRAMME FOR CULTURAL ESTABLISHMENTS

The program has four objectives:

a) to finalise the construction works and to equip the cultural establishments in the rural and small urban environment
b) to rehabilitate, modernise the cultural infrastructure and to equip the cultural establishments in the small urban environment
c) to rehabilitate, modernise the cultural infrastructure and to equip the cultural establishments in the urban environment
d) to design, build and equip buildings of cultural establishments, in the rural and small urban environment, in localities where there are no such institutions

The program is regulated by:

• Government Emergency Ordinance no. 118/2006 on the establishment, organisation and functioning of cultural establishments with subsequent amendments and completions
• Order of the Minister of Regional Development and Tourism no. 1328/2011 approving the Methodological Norms regarding the development of the National priority programme for constructing buildings of cultural establishments in localities where there are no such institutions, as well as for rehabilitating, modernising, equipping and finalising the construction works of cultural establishments of public use in rural and small urban areas – objective: to rehabilitate, modernise the cultural infrastructure and equip cultural establishments from the small urban environment, achieved through CNI -SA.
• Order of the Minister of Regional Development and Tourism no. 1327/2011 amending and completing the Methodological norms regarding the development of the National priority programme for constructing buildings of cultural establishments in localities where there are no such institutions, as well as for rehabilitating, modernising, equipping and finalising the construction works of cultural establishments of public use in rural and small urban areas - objective: to rehabilitate, modernise the cultural infrastructure and equip cultural establishments from the small urban environment, achieved through CNI -SA.

The programme is accessed within the sessions of submitting files, with observance of the provisions of the Operational Guidelines:

• Operational Guidelines for achieving the objective ”finalisation the construction works and equipping cultural establishments in the rural and small urban environment” - (Order no. 1150/11.03.2011)
• Operational Guidelines for achieving the objective ”rehabilitation, modernisation of cultural establishments and equipping cultural establishments in the small urban environment” -(Order no. 1151/11.03.2011)
• Operational Guidelines for achieving the objective ”rehabilitation, modernisation of cultural establishments and equipping cultural establishments in the rural environment” -(Order no. 1152/11.03, 2011)
• Operational Guidelines for achieving the objective ”designing, building and equipping buildings of cultural establishments, in the rural and small urban environment, in localities where there are no such institutions (Order no. 1153/11.03.2011)

The results of the evaluation and selection of the projects aimed at designing and building premises for cultural establishments of public use, in the rural and small urban environment - session 04.07.2007 - 04.08.2007:

The results of the evaluation and selection of the projects aimed at rehabilitating, modernising cultural infrastructure and equipping cultural establishments in the small urban and rural environment - session 14.04.2011 - 15.06.2011:

• Following the analysis of the 511 files submitted within the 2011 session of the Programme, the Commission evaluated and selected 507 eligible cases. Of the 42 evaluated files on objectives in the urban environment, 34 were declared admitted and 8 rejected, and of the 465 evaluated files on objectives in the rural environment, 385 were declared admitted and 80 rejected.
