Programme for construction of rental housing units for young people, carried out through the National Housing Agency ANL
Legislative framework:
- Law no. 152/1998 on setting-up the National Housing Agency, republished, with further amendments (Government Emergency Ordinance no. 16/2010, G.E.O no. 33/2010)
- Methodological norms for the implementation of the provisions of Law no. 152/1998, approved by Government Decision no. 962/2001 with further amendments and completions (G.D. no. 1396/2002, G.D. no. 607/2003, G.D. no. 60/2004, G.D. no. 816/2005, G.D. no. 592/2006, G.D. no. 165/2008, G.D. no. 889/2008 and G.D. no. 761/2009)
Purpose: To build rental housing units for the young people whose income sources do not allow them to purchase a private property housing unit or to rent a housing unit under market conditions and to ensure the stability of young specialists, by creating convenient housing conditions.
Objectives: To continue the execution works on the investment objectives started during previous years, and to promote new objectives and start execution works.
Programme development characteristics:
- The Ministry of Regional Development and Housing and the local councils analyse and establish, according to the applications for housing units and the available plots of land for building, the need and opportunity to build housing units and elaborate annual programmes together.
- Housing units are built on plots of land belonging to the public or private patrimony of administrative-territorial units, granted for free use to the National Housing Agency, for the construction execution period.
- After finalisation, the constructions are transferred to the private patrimony of the state and the management of local councils, which distribute housing units to applicants, under a rental regime, in the same order in which the applications were submitted and based on criteria established by law.
- Investment promotion and financing related to the construction of rental housing units for young people are made in compliance with the legal provisions on public investments, through the Ministry of Regional Development and Housing, in its capacity as main fund manager and the National Housing Agency, in its capacity as implementing authority.
- Rental housing units for young people can be sold to the rent contract holders, only at their request, after the expiration of minimum 1 year of uninterrupted rent.
Implementing authority: The Ministry of Regional Development and Housing, through the National Housing Agency.
Beneficiaries:
Direct: local public authorities
Indirect: young people of no more than 35 years of age on the date of the application, who may be granted an allotment within maximum 12 months from turning this age, according to the legal provisions in force.
Financing sources:
- State budget and external loans: the design of the technical project and execution detail phases, as well as the execution of construction-assembly works are financed from sources of the state budget and/or external loans purchased and guaranteed by the state, through the Ministry of Regional Development and Housing and the National Housing Agency;
- Local budget: the design of the pre-feasibility and feasibility study phases, which substantiate the necessity and opportunity, the main characteristics and the technical and economic indicators of investments; the provision of urban utilities and equipment is financed from sources of local budgets and from the sources of the economic agents that operate utilities networks.
