Programme on the provision of state premiums on collective saving and lending
Legislative framework:
- Emergency Ordinance no. 99/2006 on credit institutions and capital adequacy (taking over the provisions of Law no. 541/2002 on collective savings and lending for housing) approved with amendments and completions by Law no. 227/2007, modified and completed by G.E.O. no.215/2008, approved by Law no. 67/2009, G.E.O. no. 25/2009, approved with completions by Law no. 270/2009, modified and completed by G.E.O. no. 26/2010.
Purpose: To support the development of the housing financing system through collective savings and lending banks.
Objective: To create new financing mechanisms for the real estate sector.
Presentation of the programme: The Ministry of Regional Development and Tourism carries out the Collective savings and credit programme, through the two savings banks for housing - Raiffeisen – Banca pentru Locuinte and HVB – Banca pentru Locuinte. At the beginning of each year, the two savings banks for housing send to the Ministry of Regional Development and Tourism the application for state premiums for the beneficiaries who concluded savings and lending contracts during the previous year. The Ministry of Regional Development and Housing verifies the annual applications sent by the two saving banks for housing, elaborates the substantiation notes for the openings of budgetary loans for settlement purposes and follows up the approval of the substantiation notes and if the payments fall within the budget approved for this purpose in the budget of the Ministry Regional Development and Tourism.
Implementing authority: Ministry of Regional Development and Tourism.
Beneficiaries: Natural persons of Romanian citizenship and with a stable residence in Romania, who conclude a lending – saving contract with one of the two saving banks.
Financing sources: According to the annual State Budget Law.
