PROGRAMME ON THE DEVELOPMENT OF INFRASTRUCTURE AND SPORTS FACILITIES IN THE RURAL SPACE

Legislative framework:

• Government Ordinance no. 7/2006 setting up the Programme on the Development of Infrastructure in the Rural Space.
• Law 71/2007 approving Government Ordinance no. 7/2006 on the setting-up of the Programme on the Development  of Infrastructure in the Rural Space and the initial renaming of the programme to ”Programme on the development of infrastructure and sports facilities in the rural space.”
• Emergency ordinance no.112 of 12 October 2009, amending  Government Ordinance no. 7/2006 setting up the Programme on the Development  of Infrastructure in the Rural Space.

Programme objective on infrastructure: The Programme is aimed at developing and modernising the Romanian rural space, by connecting the areas where the Programme is applied to the public (communal, county and national) road network, by bridges, footbridges and pedestrian overpasses, by developing drinking water supply, sewage and treatment systems, by creating landfills, in accordance with the regional waste management plans, as well as by building sports facilities, on the basis of standardised designs. The programme will be applied from 2006 and will run for a period of 7 years, subject to the possibility of being extended by law.

Programme objective on sports facilities: To build 1000 sports facilities during a first phase, starting with the second half of 2007, based on standardised designs.

Purpose: Development of rural infrastructure at the level of the entire country and improvement of the social, economic and cultural - sports situation of the inhabitants from the targeted rural areas, by increasing the agricultural market, the local investments, the public services, the school attendance and reducing school dropout, developing sports facilities in the rural space, in order to revitalise sports activities and especially the football game.

Total budget of the programme: The total amount of the funds allocated to eligible projects for the period 2006-2012, to carry out the Programme on the Development of Infrastructure in the Rural Space, shall not exceed the amount of 4,000,000,000 lei. The value of an application to obtain funds for a project shall be between 40,000 lei and 4,000,000 lei. The total amount of the funds allocated to eligible projects for the period 2007-2012, to carry out the Programme on the development of infrastructure and sports facilities in the rural space shall not exceed the amount of 525,000,000. The value of an application to obtain funds for a project of sports facilities shall not exceed the amount of 525,000 lei.

Beneficiaries: Direct / indirect - local public authorities and inhabitants of the rural space, as well as their associations, established under the law.

Financing sources: Project financing is granted to local budgets by broken down amounts from the value added tax. The distribution of these amounts by eligible projects is to be approved by Government Decision, upon the proposal of the General Secretariat of the Government.

Deadlines for submission of applications for funds: For rural infrastructure, the selection took place in 2006. For sports facilities, the selection of projects took place in 2007.

Duration and development phases: The programme started in 2006 and will run for 7 years, subject to the possibility of being extended by law.
